one step transfer not possible to transfer the unrestricted at storage location 1 to blocked stock in storage location 2.
It will possible with two step working with 311 (Storage location 1 to storage location 2 transfer the unrestricted stock ) and
344( Transfer posting unrestricted-use stock to blocked stock in sloc 2).
The reverse way with 343(Transfer posting blocked stock - unrestricted-use stock) does work in one step between storage location 1 to storage location2) .
